A new bill could soon help convicted felons in Maryland petition for reduced sentences! The Second Chance Act, or House Bill 724, which applies to convicted felons who have already served 20 years and are not a danger to the public, has been passed by the House chamber and now is headed to the Senate. Petitions would be allowed to be filed every three years, the courts would consider factors including age at the time of the offense, behavior during incarceration, participation in educational programs, and public safety risk.
