Franklin McNeil Urban One and NISSAN Celebrate LGBTQ History Month

Franklin N. McNeil, Jr., a Community Consultant with PNC Bank’s Greater Maryland Community Development Banking Team, is a 1983 graduate of the U. S. Naval Academy. In his role as a community consultant, he partners with non-profit organizations to find creative financial solutions to community needs through services and resources in addition to identifying lending and investing opportunities while participating in strategic development and support of PNC’s low- and moderate-income (LMI) branches.

Prior to joining PNC in 2008, he served in the Marine Corps as an artillery officer for 8 years and worked at the Baltimore Branch of the Federal Reserve Bank of Richmond for 16 years where the majority of his career was spent in the Community Affairs Department.

Frank either currently serves or has served in board leadership roles with several non-profit organizations that impact Baltimore’s underserved community. His LGBTQ+ community service includes Chase-Brexton Health Services, Iron Crow Theater and Co-Chairing the Baltimore Community Foundation’s LGBTQ+ Fund. In 2008 he was awarded Chase Brexton’s Spirit Award, in 2018 their Legacy Award and in 2019, the LGBTQ+ Chamber of Commerce selected him as their Community Leader of the Year.

He is also very active in his faith community at First and Franklin Presbyterian Church here in Baltimore where he met his husband, Paul Fowler in 1995.
