Our media partner The Baltimore Sun obtained the official police report detailing the moments leading up to the fatal shooting of victims Sean Gamble and City Police Officer William Torbit, Jr.
The report was compiled after more than one hundred witnesses were interviewed and after surveillance tapes were reviewed from that evening. According to the report Officer Craig recounts spraying mace into the crowd at the time the first shots were fired and noticing a man in plain clothes, Officer Torbit, firing shots into the air while being choked by another man believed to be Sean Gamble. Officer Craig noticed that the man firing shots was in fact Officer Torbit but that time it was too late. The report details the number of shots fired by each officer.
Mayor Stephanie Rawlings-Blake has called for an independent commission to review the case. Civil lawsuits could be filed by the families of the victims as early as this week.
