Baltimore Police Commissioner Michael Harrison will attend his first consent decree quarterly hearing today at the federal courthouse in downtown Baltimore.
The goal is to build a stronger police department that fights crime while serving to protect residents, according to the city.
The Consent Decree was established nearly two years ago when a federal judge approved it with the City of Baltimore and the U.S. Department of Justice following the death of Freddie Gray.
