As if Miley Cyrus doesn’t already think shes black she turned up the heat a little bit in her 1999 VMA inspired Lil Kim costume. Now as much as she is probably not the most liked I actually think the costume is spot on and she defiantly gets the best dressed award to me. Even Lil Kim gave her props,
