State prosecutors this morning rested their case in the criminal theft trial of Baltimore Mayor Sheila Dixon after calling 19 witnesses but leaving out the man expected to provide key testimony, developer Ronald H. Lipscomb. The judge later threw out two of seven counts against Dixon, both of them related to gift cards from Lipscomb.
